Hasegawa quotes Mandela and Sun Tzu in explaining peacebuilding leadership (14/07/2016)

 At the Cairo meeting in preparation for TICAD Conference in Nairobi, Professor Hasegawa noted the significance of Japan’s triangular support of African Rapid Deployment of Engineering Capabilities (ARDEC) and UN Regional Signals Academy.

 In his presentation to the leaders of the peace training centers of African countries, former Special Representative of the Secretary-General of the United Nations, Sukehiro Hasegawa, explained the purpose of the triangular cooperation in peace operations. Quoting Chinese philosopher, Sun Tzu, Hasegawa said that the Japanese approach was to enable African leaders and people to own the responsibility of keeping and building peace by enhancing their capacity that are technical as well as managerial. Managerial leadership requires managerial leaders to know themselves as much as their partners, competitors and enemies. There was a need for military and civilian personnel to know each other in terms of their understanding of what they are doing and should be undertaking. They should coordinate not only their activities but also the goals and objectives of their activities.

 National and international peace mission leader needed to be free of their own personal desires as well as from external constraints and threats. National leaders must rise above their personal desires and interest in order to protect national unity and interest. In explaining the meaning of freedom, Hasegawa quoted Mandela, “For to be free is not merely to cast off one`s chains, but to live in a way that respects and enhances the freedom of others.
